Operations
The Emergency Operations Center (EOC) is the hub of communication during a disaster.

EOC Activation Levels are established to appropriately respond to the various degrees of emergencies and disasters that can affect the jurisdiction.

Level 1

A situation exists which requires close monitoring.

  • Monitor situation
  • Prepare EOC for Level 2 activation
  • Activate warning and notification systems
  • Notify Level 2 agencies of Level 1 activation

AFCEMA staff only.

Level 2

A disaster within the capabilities of the local government.

  • Coordinate actions to minimize the loss of life and property
  • Recommend increase to Level 3 (if necessary).
  • Initiate recovery process

Designated Emergency Coordinators from local agencies, departments and bureaus *

Level 3

A catastrophic event beyond the capabilities of the local government.

  • Coordinate the response of local, state, and federal agencies
  • Inform public of current efforts, health issues, assistance, etc.
  • Continue recovery efforts

Liaisons from volunteer organizations, and state and federal agencies *

An EMA duty officer is available to respond 24 hours a day.
